update tinygo version #123

Use latest version of tinygo.

Warning: this will require the policies to update to latest version of our KW Go SDK

Finally, I've prepared the code for the upcoming 3.1.21 tag. I'm going to create it as soon as we merge this PR.

@viccuad why do you suggest a major release? Maybe a minor release would be enough if you really want to highlight how something (TinyGo policies) is going to be affected by the bump
