Fix secure supply chain test #36

Description

Test was not passing because test packages were not signed.

modified configmap for testing pass / fail of signature verification
removed extra functions from common.bash
added checks for log events & policy server pod status
added instructions for creating signed package
added timeouts to speed up waiting for failed rollout
add test to e2e workflow
