Configure Travis CI #201

Since CircleCI 1.0 is shutting down on Aug 31th, 2018. https://circleci.com/blog/sunsetting-1-0/

Rather than migrating from CircleCI 1.0 to 2.0, I prefer to running Travis CI.

@kubo It needs Travis CI enabled at https://travis-ci.org/kubo/ruby-oci8 . This .travis.yml file should be working fine as it works in my repository https://travis-ci.org/yahonda/ruby-oci8/builds/418194284

Thank you! I have thought that I must migrate it to Travis CI in this month.
