Initial Telemetry Handler Prototype

This work represents the initial prototype of a read-only telemetry system. The goal is to create a telemetry handler which is capable of reading from the (pre-existing) ICEYE database, and correctly handle GraphQL queries for fetching telemetry.

This code is going to be preserved for the apollo fusion training but will not be merged back into master at this time. It will be migrated to a new branch, apollo-training, specifically for that training. All future apollo fusion training code should be based off that branch.
