Unable to use CYPRESS_RETRIES in windows 10 #67

I installed CYPRESS_RETRIES both as a dev dependency and as global and tried to run within and outside project. However, per usage CYPRESS_RETRIES=2 returns

CYPRESS_RETRIES' is not recognized as an internal or external command, operable program or batch file.
