Cannot upgrade cassandra from 3.11.5 to 3.11.6+

What happened: While upgrading Cassandra from 3.11.5 to 3.11.6, the upgrade failed with the following error message

InstanceController: Going to proceed with execution of the scheduled plan 'deploy' on instance default/cassandra-instance
InstanceController: Error during execution: default/cassandra-instance fatal error:  missing phase status: deploy.rbac

What you expected to happen: Successful upgrade from Cassandra 3.11.5 to 3.11.6

How to reproduce it (as minimally and precisely as possible):

• Install Cassandra operator version 3.11.5

  k kudo install Cassandra --app-version 3.11.5

• Once the the operator is up and running, trigger an upgrade to 3.11.6

  k kudo upgrade cassandra --instance cassandra-instance --app-version 3.11.6
  **Anything else we need to know?**:
  Once the upgrade command was triggered, the `plan status` for Cassandra instance shows
