Short answer, you can use either. If you have a suggestion about how I can clarify this, please don't hesitate to share. IANAL.
When I originally wrote this library, my preferred license was GPLv3 to help ensure that open source projects would have an advantage over commercial projects. I received a request early on from another open source project that I offer it under MIT to enable them to use the library in their project. I left both licenses intact so that projects could choose.
IANAL myself, but I think the new wording makes it crystal clear about the intent. Thank you for very quick response!

based on this reference for license expressions, your current text suggests that to use this both GPL and MIT must be followed though i suspect you meant that the code is licensed with either of them?
