Added two checks to make in.txt easier to format/organize: #12

  1. Support empty lines
  2. Support lines starting with a # as commented out addons, so you don't have to delete the link entirely, in case you may want that addon again later on.

I have a new tweak, and I don't know how to open another pull request. This may be the wrong action...bear with me.
