open CHM documentation from tray do not work

7. What is your operating system?
a. Windows XP
8. When you installed Python(x,y), where you logged in as :
b. an administrator of the machine
9. If you are using Windows Vista, have you installed Python(x,y):
a. simply by double-clicking on the installer

What steps will reproduce the problem?
1. send PythonXY Home application to tray
2. right-click on tray and select Python, Numpy or Scipy documentation

What is the expected output? What do you see instead?
1) happens: CHM based documentation doesn't open
2) expected: CHM based documentation to open

Please test on v2.6.0beta: the v2.1.x releases are no longer supported.
