web installer does not download python .msi for ETS #127

When I run xyweb-1.0.3.exe and select the ETS edition, python-2.5.4.msi
does not get downloaded to ./python/ (like for the other editions). 
(Later, the local installer Python(x,y)-p-2.1.17.exe complains
python-2.5.4.msi cannot be found.)
