Building blight_input on Windows #167

The attached SConstruct file will build 'blight_input.dll' on Windows.

The SConstruct file should be put in blight_input dir. Go to this directory 
and type 'scons' (from command line)

(This requires Python and SCons to be installed)

This plugin now build correctly under Visual Studio in Windows.
