Adding 'someone just did something x sec ago' notification

As discussed, the purpose is to create urgency and fear of missing out.

Can you create notification style that uses the excel spreadsheet/db entry you did for form submission to say

'ABC has just joined with interest "XXX" x seconds ago

Please have this popup randomise so that it pops up soon after they load the site between 5-20 seconds. then subsequent popup between 10-30 seconds.
