Impossible to restore the RCS connectivity once PCSCF address resolution failed one time #79

Test Description: 
0. A is correctly configured and registered to the RCS service using Mobile 3G 
network
1. On A device, the Wifi connectivity is activated
2. On this wifi network, the PCSCF FQDN cannot be resolved, so the DNS 
resolution failed and then registration cannot be performed
3. On A device, the Wifi connectivity is desactivated, so Mobile comes back in 
a 3G coverage

Actual: 
Once the PCSCF fqdn resolution failed, the core cannot restore the RCS 
connectivity 
In the network traces, the stack only tries a type A dns resolution even if 
when we desactivate and reactivate RCS.
Also there is no DNS resolution retries so even if the DNS server is up and 
running, there is no DNS queries sent by the stack.
