Description

This is a super issue to duplicate kumactl issues that requires significant change and should be included in a v2 of the CLI.

Must have:

no pluralization issue (short command)
rationalize inspect and get
use openAPI generated client
support delete -f <file>
mostly auto-generated for openAPI spec
show output when something is created/updated/deleted with apply/delete
ability to get by displayName and zone in global to avoid double name story

It shouldn't be an extra step to add a policy to the CLI we should just provide the right annotations to have everything generated automatically.

These are the benefits:

Quicker to add something
More coherent CLI api
Dogfooding openapi spec -- We have some tooling that could help here.
