Reconsider the `migrate` command #4497

Do we need an explicit migrate command? Can we instead auto migrate and warn users (UPGRADE.md) if they should be aware of a migration? Note we rarely alter the postgres schema (as of writing the last time was 01.2021).

I highly vote for removing a separate migrate command. This will cut down on complexity in KM.
