Ability to parametrize policies with DP metadata #4542

Description

We have multiple similar asks:

We also got asked to be able to specify a template to specify the logging file for access logs. A lot of these info would be fixed by the ability to reference Dataplane Metadata in the policies. We should also enable users to specify arbitrary metadata in the dp startup and add good defaults (NodeIP for example)

oneof is probably a way to do this but will this make policies just more complicated (anywhere there's a oneof they'll be some complex nesting for users). Maybe only string values can be parametrised but that might be too much of a limitation.
