Issue warning about not using CNI on OpenShift #4601

Description

Kuma works on OpenShift only with CNI. We should warn the user that forgot to pick CNI when installing CP.

Potential options: 1) Validate it on CP start and exit the CP with error. 2) Warn on every pod injection.
