Fix and remove flakiness in universal tests #4700

What happened?

There are a few places where we added FlakeAttempts to make the test be reliable (all have a comment with this issue). Considering the different area these exist in there seems to be a bug in Universal somewhere. We should investigate and make them reliable.

A good way to check flakiness in CI is to set parallelism: 20 on test/e2e-universal circleci job.
