Expose `Config` resources in `kumactl` for troubleshooting #6160

Description

We walked on slack briefly and I wanted to discuss the idea of exposing Config resources in kumactl for troubleshooting purposes. ~This could be behind an internals switch, something like:~

kumactl get config cp-catalog # edited

I'll give more details on triage.
