Same code to build ResourceManager for runtime and for tests #7356

Description

Today we build ResourceStore and ResourceManager for runtime in bootstrap.go

At the same time we build ResourceStore and ResourceManager for unit tests from scratch like:

s := memory.NewStore()
rm = manager.NewResourceManager(s)

We have to extract and reuse the logic that builds ResourceManagers, otherwise, we're missing some features like store.ListOrdered when the code is called from tests.
