Prohibit manual configuration of `kuma.io/service` within the `MeshGatewayInstance` #9635

Description

We decided to remove the ability to set kuma.io/service in MeshGatewayInstance because it is a breaking change we can't remove it now but we should be able to remove it in 2.9.
