When no data is entered for Create New User in Admin wrong error message is given #115

What steps will reproduce the problem?
1.Login as Admin
2.Add New User
3.Select RMH Staff Approver
4.Click Submit

What is the expected output? What do you see instead?
It should send me an error saying I need to enter data. Instead it gives me a 
success message yet no user is created
