Enhancement name:
RMH interface needs to allow staff to approve modifications and cancellations

Functionality:
Currently, the interface assumes that room requests are all new requests, and 
the staff person is simply confirming or denying. Often, though, the requests 
may be changes or cancellations. The interface needs to be redesigned to 
clearly show which requests are changes, making it clear what the changes are, 
so the staff person can approve or deny those requests too. In addition, 
cancellations need to be handled.
