Unable to completely clear user or group's permissions #8

What steps will reproduce the problem?
1.Select a user or group
2.Try to clear all the user or group permissions
3.

What is the expected output? What do you see instead?
All the permissions should be cleared
If all the permissions are cleared nothing is changed

What version of the product are you using? On what operating system?
Yii 1.1.7
userGroups 1.6.4

Please provide any additional information below.
Changes to AdminController:
Line 191 - commented out
Line 205 - Add contents of line 191
Line 226 - Close bracket from line 205
Line 232 - Comment out close bracket from line 191
