Create a CI script #44

Besides doing the regular testing, this CI script will be the reference for installation steps on a clean system.

Tried to do this in #45 but it is a pain in the neck. I don't know how to:

The CLooG case can be bypassed to remove the doc compilation step. For pet, we should make sure the clang version is 10 (or 9)
