Migrated to use MLIR latest

• Removed CMake dependencies that are only required when building together with LLVM
• Use FlatAffineValueConstraints instead of FlateAffineConstraints
• Appended llvm:: to SetVector
• Use PassPipelineRegistration for all passes. Should migrate to use https://mlir.llvm.org/docs/PassManagement/#textual-pass-pipeline-specification later.
