We need a set of instruments for which we keep historic data up-to-date. At server startup the history for these instruments must be updated.

Also, it would be nice if the scheduled tasks didn't kick off before this process has finished.

Done. Not super stable due to oanda connections limits. Will get more stable once #4 is solved.
