Support SM / VOS file #9

Well, SM has nice combination with stepmania, so it's not important in fact. but VOS has many songs, which are hard to play as no player supports this format. Expects some hard work, as I don't know anything about this file format(just know this uses MIDI), and It has quite unkind file struct - need to go through hex ...?

Analyzed Most of them. Gonna work for libvos library.
