Update JUnit to 4.13
Update Kotlin to 1.4.20
Update Mockito to 3.0.0
Update Android Gradle Plugin to 4.1.1
Update Matcher Plugin to 1.2.2
Change package to rxfirebase3
Update docker image to API 29
Remove CI step for build tools install
Update JavaVersion compatibility to 1.8
