Servo limits (maximum throw) is not working in stabilize, fbw and other modes. #686

What steps will reproduce the problem?
1. Calibrate your remote control to allow only servo ways of lets assume 20% 
for very sensitive airplanes (Ritewing Zephyr II). Then the maximum servo way 
gives me aproximately 1cm of throw on each side.
2. Set APM into stabilize mode and the servos go way beyond this maximum limit 
i set during calibration causing the plane to crash or stall in flight.

What is the expected output? What do you see instead?

Expected output is that the limits I programmed in while calibrating my remote 
control are kept and the automatic flying modes are not exceeding these limits. 
I see that the automatic modes have a lot more servo way than I allowed during 
calibration.

What version of the product are you using? On what operating system?
APM 1 on Windows XP with a fresh updated version of the software.

Same for me =( Can't fly my plane other that Manual mode.
