Publish NuGet for CUDA 9 version. #58

I'm not sure if code is ready yet, but it would be nice to have latest binaries as NuGet Package.

As Cuda 9.2 was announced at GTC, I'm waiting for this new release with the hope of only minor changes. Further I'm still testing all the changes I made for Cuda 9 and 9.1... But if it will take too long I'll release managedCuda 9.1 on NuGet.

Actually it's Cuda 10 now, available on NuGet!
