Add "Terms of Service" reader and checkbox #33

Can you add a "Terms of Service" reader frame and an "I Agree to Terms"
checkbox along with the CAPTCHA?  Checkbox must be checked and CAPTCHA must
be correct to proceed.  Similar to HP Registration with captcha module
(http://extensions.joomla.org/extensions/access-&-security/authentication/5832/d
etails).
