Thank you for the PR. Definitely some good ideas, but unfortunately I can't pull it in primarily for two reasons:
The hosting service I use for /u/Lapis_Mirror (Heroku) isn't currently set up for persistent storage, so I can't store banned users. It would restart every instance reset (which is relatively often).
I actively work to prevent specific user data or references, so I can't include the users that would already like to be banned. Thanks to this PR, though, I realize I haven't finished generalizing a few places, namely imgur.py referring to /u/Lapis_Mirror.
