What steps will reproduce the problem?
1. Create tpl file
2. Open tpl file
What is the expected output? What do you see instead?
There is no code assist and there is no highlight
What version of the product are you using? On what operating system?

I have checked content types and smarty is in Php content type and it is locked
File Assosiation there is tpl assosiated with Smarty Editor.
Files are opening ok, but without code assisst and highlighting.
