Shift right and multi-line tab not working

Eclipse Kepler

PDT 3.2.02013
SmartyPDT 0.91.0

Multi-line block tab does not work.  

Shift right or shift left via shortcut keys and menu item do not work.

In all cases the editor flickers but does nothing.

All other editing of files seems to work fine.

I set preferences to show tabs, spaces and other whitespace.  There is no 
whitespace inserted as it should be.

Please fix.

With the ZEND STUDIO open, do: 

1) Open the Windows>Preferences menu; 
2) Navigate to General>Content Types; 
3) Inside the "Content Types" browse Text>PHP Source and click ADD and in the 
window that opens type "*.tpl" without quotes.

Restart the Zend Studio and maybe see a message of the type that the Content 
Types was not recognized error, do not be afraid, just click OK and ready: TAB 
and SHIFT + TAB to indent will be running the code.

Not working on Eclipse Luna or - Smarty files could not longer be opened with 
Smarty Editor and therefor no Syntax Highlighting for Smarty files.
