Multiple workflow runs scheduled after form submit #20

An intermittent bug that occurs in the web app when submitting the form for running workflows. Workflow runs are sometimes schedules two or more at a time producing duplicates.

This should be fixed in latest deployment but will keep an eye out for it since it occurred intermittently
