[MI] Delta — Harvard + MEDSL agree, but only have four precincts (all incomplete) #271

Both Harvard and MEDSL agree on counts, but this is a small share of the total votes in the county. MEDSL only reports votes in the four precincts in Escanaba City, and this only accounts for ~35% of the votes in the city alone.

Recommendation: Not ready for release
