[MI] Washtenaw County — MEDSL has slight overcount #279

MEDSL's count for Washtenaw is a slight overcount; for example, MEDSL reports 38 more Biden votes and 11 more Trump votes than the validation dataset (which matches the official count on the county website). The overcount is not clustered in any specific set of precincts.

(Unrelatedly, noticed that candidates for village president are mislabeled as candidates for US president.)

Good catch on village president, I fixed that. Not obvious to me why we have an overcount of votes either. Also fixed some other mis-parsing of the down ballot races.
