Recommendation: Use Harvard
The raw cvr.csv contains only 120 of the 218 precincts in Imperial County. After processing we have 16380 total votes, where the county reports 57160 total votes cast. This gives us 16122 votes for US Pres where the official count has 56539. Note that this number is different than what is reported in the "uspres_votes_h" column in the cvr status spreadsheet, which is 15890.
The missingness does not seem to stem from vote method - we have 14679 "Absentee", 319 "Early Voting", 768 "Election Day", and 614 "VBM".
@kuriwaki it would be helpful to know if you think investigating the missing precincts further would be worthwhile. I know we are off by 98 precincts based on the Imperial official precinct returns, but perhaps we can identify some similar characteristics amongst the missing precincts that could guide our understanding of the data quality. Though this is a relatively small county.
