Resolve misallocated WI precincts #309

Moves precincts in Brown (#68, #87), Dane (#76), and Pierce (#88, #93) to proper counties by correcting county_name. Updates jurisdiction_name to match new county, as well.

@taransamarth looks good. I ran the status update. St Croix moves <10% to <5%, and Pierce moves from <5% to <1%. Dane moves slightly worse outside of 1% becuase we are taking away precincts that don't belong to it.

Dozens of other counties in other states improve their status, but I think that's because of @mreece13's other fixes to Dropbox in the build-medsl-jun27 branch. So, I am not pushing those status changes.
