Correct party for Howie Hawkins in WV #322

Resolves #181. Also corrects typo that previously created an extraneous column (party-simpliefied) in by-county.

I think we can wait to update the status files until the discrepancy changes in #319 are resolved and merged. The status for WV has changes to fully green now, so it is fine to merge @kuriwaki .
