Update to release format

This PR:

• Updates the final release to add a shortened "party" column (does not exist in standard MEDSL), removes the jurisdiction and contest column (#310). This is implemented in 01_coalesce-teams.R
• Flags Arapahoe as do not release (#119). This is implemented in the classification functions
• Adds @JeffreyBLewis precinct data. I have a script in ~/Dropbox/CVR_parquet/intermediate/precinct_std that changes his csv into a parquet, that is merged at the final 02_subset_to_release.R #190
