I don't think the district 103-> 101 fix in Mason county MI is implemented yet in medsl/. But I agree this code won't hurt either way.

I should have mentioned before merging that this PR included the attempt to redact precincts in affected counties. Specifically, it is in the lines ifelse(redact == 1... in commit https://github.com/kuriwaki/cvr_harvard-mit_scripts/pull/330/commits/cb5bd8d84c6f0526f210b8c3160be8cdd8909249#.
