[NV] Clark county CVR on county website #337

Not sure why this has not been in both team's pipelines, but Clark county, by far the largest county in NV, has their CVRs online and it looks parsable / non-fragmented to me. The csv is the binary 1/0 format and it has 1.05 million rows; the turnout was 0.97 million voters

It seems like we have all Nevada counties now:

2 tiny counties, Eureka and Mineral, were excluded from the release because they have 2 votes off. Upon further examination, however, it looks like the CVR results matches with the websites. i.e., our returns data seems off. I'll try to fix that and then we'll have 100% of Nevada.

https://www.nvsos.gov/silverstate2020gen/county-results/eureka.shtml shows Biden getting 105 votes, which matches with CVR https://www.nvsos.gov/silverstate2020gen/county-results/mineral.shtml shows Biden getting 829 votes and Trump getting 1423, which matches with the CVR, etc..
