It would be easier to understand if we renamed the code directories
[UNUSED] build-harvard build-analysis build-medsl build-release build-returns
to something like
01_build-returns 02_build-medsl 03_build-harvard 04_build-release 05_paper-analyze
and change the directory references accordingly.
build-harvard is mostly unused, but it is relevant to the few counties we do include in the final dataset (maricopa, etc..). I have been maintaining it so it will work
