For some reason the manual datasets to change the precinct returns data was not in the repository nor dropbox. Perhaps due to some gitignore while transferring. Anyways I dug it out of the pre-public-version code package that Mason created and put it back in, and made sure it works.
Then, I made manual changes to 3 small Nevada counties -- Eureka, Mineral, and Esmeralda -- which brings those CVRs to green and a full count of the Nevada.
Unrelatedly, I also renamed 02_combine-wide.R to compare.R, which seems more accurate naming now
