Add a feature to reduce the amount of vertex and polygon data and generate a new FBX for Quests

Why do you need fbx? And there already are reliable polygon reduction tools, so I'm not sure the reason to implement new one in VRCQuestTools. This tool aims just conversion, not optimization.
