Panning is not precise due to continued motion after swipe gesture is complete #229

What steps will reproduce the problem?
1.connect to a host
2.try a very controlled, precise, pan swipe (not "throwing" the screen, but 
gently "placing" it.
3.after swipe gesture is finished (even a very small, slow gesture), the screen 
will continue panning (sliding) just as if it had been "thrown"

What is the expected output? What do you see instead?
I expect the panning to stop as soon as I lift my finger, rather than continue 
to pan.  If the swipe was a fast "throw", I would understand a bit of continued 
momentum, but for small adjustments to the screen pan, the momentum is not 
proportional to the panning adjustment.  As it stands now, it is nearly 
impossible to accurately pan the screen.

What version of android-vnc-viewer are you using?
0.4.7 from market

Which VNC server/version are you using?  On which platform?
Windows XP, RealVNC Server 4.1.2

What is the size of the desktop you are trying to access (i.e. 
1024x768,1920x1080...)?   1920x1080, also happens at all other resolutions I've 
tried, including 1024x768

What device are you using?
Archos 101, not rooted, but with google apps installed.

Are you using a custom ROM?  If so, which? NO

This is not a problem on any of my devices, although the screens can be a 
little sensitive.

If you stop your finger does the panning stop?  And then start again as if 
swiped when you lift your finger?

The problem doesn't happen on my Evo (in fact, issue #225 doesn't happen on
the Evo either), but it does on the Archos 101.

I should add that this non-proportional-inertia when panning doesn't happen as 
much (just a couple of pixels) in the "desktop panning" input mode.  The 
description above is only for "Touch Pan and zoom" mode.
