Implement the "cool weather" #4

Needs an options page. Also I need to look after night versions, or if I should use the ones from the normal weather folder. I also need to assign every image to a weather state before implementing the cool weather version.

Droped the idea with options page as I implemented the info button. Google is using a similar thing in Google Now, so I'll add the option to the weather's info box. Assigning weather states is not needed as I dropped this. (Google did that in order to save some space, as there were no need for shipping every image.. Desktop is a different thing in my opinion)
