Settings not restored from file #15

What steps will reproduce the problem?
1. Save settings to file
2. Change settings, save, save to eeprom
3. Load settings from file

What is the expected output? What do you see instead?
Expect that settings are written to file and restored correctly.  Settings are 
not restored correctly.

What version of the product are you using? On what operating system?
049 r161. Win7x64. I have not seen this work to date.

Please provide any additional information below.

confirmed!

tried with FW 49/77 and GUI r77 as well as r161

the output I expect is as the one that the quickhelp in bottom of GUI describes
load from file -> load settings from file into gui not needed to load on board!
better not load on board, so one can load several .txt in gui and see what the 
differences are before saving a specific one to board and/or flash

i see in r164 it says this is corrected, but in my testing, the values are not 
restored.  The EXE with r164 only opens a serial window.  Running the TCL, the 
values are not restored to the GUI.

R170 tcl seems ok loading the settings provided the board is connected.
